Several inches of snow have fallen since daybreak and more is expected today across the Palouse. The National Weather Service is reporting that snow will persist until at least noon today and could linger over the Idaho panhandle into the evening. Extra caution is suggested while driving in the region. Motorists should expect limited visibility at times.

COUGARS HOST COLORADO; UTAH: Washington State men’s basketball (9-15, 1-11) looks for its second-straight home win over the Buffaloes as it hosts Colorado (15-10, 7-6), Thursday, Feb. 15 at 8 p.m. at Beasley Coliseum.

COUGARS OPEN 2018 FACING NEBRASKA AND UC RIVERSIDE IN ARIZONA Washington State opens its 2018 season with four games against Nebraska and UC Riverside at the Husker Classic in Tempe Diablo Stadium, the spring training home of the Los Angeles Angels in Tempe, Ariz. The Cougars will face each team twice beginning Friday against UC Riverside (11 a.m.), followed by a Saturday contest against Nebraska (11 a.m.) before closing the weekend with two games, Nebraska (11 a.m.) and UC Riverside (3 p.m.), all times pacific.

ON DECK Washington State will continue its season-opening eight-game road trip with a Tuesday contest at Grand Canyon University in Phoenix. First pitch is set for 6 p.m. (PT)

Pullman outlines plans for its future

PULLMAN - After more than a year of narrowing down projects, a group that includes residents and the Pullman Chamber of Commerce has identified the first 22 it plans to tackle.

Pullman 2040, which describes itself as a chamber initiative and community group dedicated to developing a collective vision to enhance the city, solicited comments from more than 1,200 residents.

The projects range from revitalizing downtown, to constructing a south bypass around Pullman, to expanding internet broadband coverage, to implementing a community identity marketing and communications plan.

Dozens of city, county and university officials and community members attended Tuesday night's 2040 rollout event at Encounter Ministries, where every chair in the large room was filled.

The event included comments from Washington State University President Kirk Schulz.

"We've hired five vice presidents in the past year and a new athletic director, and I'm pleased they have all elected to live in Pullman," Schulz said. "I think it's important we're not living across the border. ... If you're in a community it gives you a different perspective on working together."

Schulz said WSU plans to assist in the 2040 efforts, specifically to enhance downtown, including forming a downtown association.

He said the university is already expanding the WSU Museum of Art to downtown.

"That is just the beginning," Schulz said. "We want to make sure we have the best college town not just in Washington state, but nationally."

Of the 22 projects identified, revitalizing Pullman's downtown was one of the more frequently mentioned in the 1,200 public comments submitted, said Garren Shannon, a Pullman 2040 organizer who works as an IT director at the Pullman School District.

Concerns regarding cleanliness, safety, traffic, shopping opportunities, parking and entertainment downtown were addressed in the public comments, Shannon said.

While some 2040 goals are in progress, like the runway realignment at the Pullman-Moscow Regional Airport, Shannon said some of the projects could take decades.

He said revitalizing downtown relies on construction of a south bypass to divert traffic.

"It's not something we're going to try and get done tonight," he said. "It takes a community to continuously talk to our legislators and get them to know these projects are important."

Shannon said the group narrowed the identified projects from a total of 60 projects.

He said while those 22 projects are the highest priority, the remaining 38 projects will be addressed before 2040. Shannon said Pullman 2040 is accepting donations to fund the projects, including a GoFundMe account at www.gofundme.com/pullman-2040.

"I want a place my kids will come back and live," Shannon said. "It has to be a future of the community; that's what we're building."
